Son of millionaire banker James Joseph Fagan and Alice Bennett Fagan. His 1917 World War I draft registration described him as Asst. Mgr. of Standard Oil Co., San Francisco. Later information had him listed as a successful exporter and importer. In 1943, Paul and Helene bought Kaeleka Sugar Co. in Hawaii, 14,000 acres of land, and little by little turned it into Hana Ranch, with a herd of Herford cattle from Molokai.

In 1944, Paul got majority interest in the San Francisco Seals, in the Pacific Coast League, a minor league affiliated with the New York Giants. The Seals won the PCL pennant in 1946. He kept his interest in the Seals until 1951, lost interest in baseball and sold.

In 1946, he started the Ka-'uiki Inn, now known as the Hotel Hana-mau. He held this resort until his death and it wasn't until about eight years later that his wife and daughter Jane sold their interest.
In 1970, a lava rock cross was erected to the memory of Paul Fagan on a grassy hill that overlooks Hana town.
